Funds were originally provided in FY2012-13. Construction is 100 percent complete. Commissioning and control systems programming are on-going. Due to the Site's complex control system, however, programming and commissioning is taking longer than anticipated. This might delay payments to contractors involved in the project. The existing appropriation expires June 30, 2017. DTSC is requesting a one year extension to June 30, 2018 of existing authority to ensure the ability to meet all commitments and obligations and possibly avoid a somewhat reduced control system functionality. PROJECT TITLE/DESCRIPTION: Federal and State courts have declared the State of California to be 100 percent responsible for the remediation of the Stringfellow Hazardous Waste Site (Site) and for any damages resulting from any future releases from the Site. The State is mandated to continue, in perpetuity if necessary, the extraction and required treatment of contaminated groundwater to protect human health and the environment. Department of Toxic Substances Control (DTSC) carries out this mandate on behalf of the State. The Stringfellow Pretreatment Plant Site (Site) will replace an existing, aging Stringfellow Pre-Treatment Plant (PTP) to provide a more efficient, safer, and reliable pre-treatment of contaminated groundwater before discharge into an industrial sewer. The PTP to be replaced was constructed in 1985 as an interim treatment facility with an intended life of between three and five years. It has been in service for more than 32 years and requires periodic significant expenditures for repairs and retrofits. C. AMOUNT TO BE REAPPROPRIATED: Balance of Construction Funds ~ $1,200,000 (approximate balance remaining) D. REASON FOR REAPPROPRIATION: Construction of the Facility is 100 percent complete. Programming of control systems and their commissioning are on-going. Due to the Facility's complex control system programming, however, programming and commissioning is taking longer than anticipated. This might delay payments to parties involved in the project. This reappropriation will extend the liquidation period for one year, and thus will prevent existing funds from reverting and ensure that all commitments and obligations will be funded. Not having the $47,906 million spending authority available after June 30, 2017 may result in reduced control system functionality, which could undermine the reliability of the Facility and jeopardize the ability of DTSC to continue to meet all prescribed treatment standards imposed upon it by other regulatory agencies.
